Reachable Buyer Map

Prepared for Michael Hradek · AI71 · August 2026
Michael, here is the map. AI71 sells four different things to four different buyers, and only one of those buyers sits anywhere near the others. This page covers where they sit across the Gulf, who signs inside each group, and roughly how many accounts are in reach. It describes the market rather than your business, and there is nothing to buy at the end of it.
Government and public sector entities
The buyer for state level AI adoption is a named program office rather than a department, and the decision runs through procurement with a long qualification step in front of it. Small by count, slow to open, and durable once open.
Who signs: director of digital transformation, chief information officer, head of data and AI, and the program owner inside the entity.
Roughly 60 to 90 entities
federal and emirate level bodies in the UAE, with several hundred more across the wider Gulf; these are listed in government directories rather than in any company register
Contractors, engineering firms and developers
The segment the construction product is built for. Model validation and delay forecasting are bought by the people carrying schedule risk, not by the technology function, which is why this sale rarely starts where the enterprise sale starts.
Who signs: project director, head of BIM or digital construction, chief operating officer at the contractor, and the development director on the client side.
Several thousand contractors
registered across the UAE and Saudi Arabia, of which a few hundred work at the grade where model coordination is a contractual requirement rather than a preference
Hospitals, clinic groups and payers
Revenue cycle work sells against a number the buyer already watches every month, which shortens the argument considerably. Mandatory insurance and electronic claims across the Emirates mean the data it depends on already exists in a standard form.
Who signs: chief financial officer, revenue cycle director, chief information officer, group chief operating officer at hospital groups, and the medical director where clinical documentation is in scope.
130 to 200
hospitals across the UAE, with a clinic and day surgery layer in the low thousands sitting above it
Large enterprises: banking, energy, telecom and logistics
Where the enterprise search product and the advisory line land together, because a search problem is never the reason a budget opens. The trigger is a transformation program with a sponsor and a date on it.
Who signs: chief information officer, chief data officer, head of enterprise architecture, general counsel where contract search is in scope, and the chief human resources officer where the first use case is internal.
45 to 60
licensed banks in the UAE and roughly 150 across the Gulf, plus a named set of energy, telecom and logistics groups small enough to list in full
The same two vertical products, outside the region
A national AI mandate does not export. A denied claim and a clash on site do. Hospital groups and contractors in Europe and North America face the same rework economics, and neither buyer cares where the model was trained.
Who signs: chief financial officer or revenue cycle lead at hospital groups, and the operations or digital construction lead at contractors.
Tens of thousands of employers
across Europe and North America; supply is not the constraint in this segment, coverage and language are

Where the openings are

1
Four products, four doors. The search product is a technology sale. The construction product is a project sale. The health product is a finance sale. The advisory line is bought by whoever owns the transformation budget. A relationship channel tends to keep walking through whichever door opened first, and the other three stay shut. Four named audiences is a different reach problem, and a solvable one.
2
The reachable universe at home is small enough to name in full. Add the Gulf segments above and the accounts worth naming run to a few thousand, not the hundreds of thousands. That makes this a coverage problem rather than a volume one: every account named, every seat inside it mapped, and a record of who has heard what. Mechanical work, and precisely what a relationship channel cannot do.
3
Two of the four lines travel and two do not. The government line is bound to the region, and enterprise work in the Gulf usually travels along the same relationships. The health and construction products have a market outside it that is orders of magnitude larger than the one at home. Reaching that market is a distribution build rather than a product build, and it is the half of the map a home-market channel never reaches.
Built from public market data and published government and sector directories for the Gulf, and from public employer registries where a segment sits in Europe or North America. Counts are banded deliberately. Gulf company registers do not publish activity level counts the way federal registries do, so these ranges are described from public sources rather than counted, and they indicate scale rather than an exact number.
